Dip update 70/n

Hi everyone,

Two nights ago no data taken on the LCO network because of bad weather at both TFN and OGG. Last night bad weather persisted at TFN, so this update shows only the newest OGG measurement. This latest point possibly indicates the start of a new dip - we eagerly await a confirmation!
